Ms. LaShanda K. Jones, M.B.A., MPhil, is a recent past president of the Coast Guard Chapter of Blacks In Government. LaShanda is an Air Force veteran with a long career in Financial Management and Business Analytics. Upon discharge from active duty, she began her civil service with the Air Force and then worked for the Navy before transferring to the Coast Guard in 2019. Ms. Catherine Davis is a is the Senior Fiscal Law Attorney and Audit Counsel with the Department of Homeland Security, U.S. Coast Guard, Office of the Judge Advocate General (CGJAG), Headquarters. Ms. Davis has been with the Coast Guard since June 2007. As the fiscal and audit attorney, Ms. Davis provides oral and written advice and guidance to The Judge Advocate General of the Coast Guard, the Chief Financial Officer, and various program flag officers and directors on the proper use and expenditure of appropriated funds. Additionally, she provides substantive legal research, review and advice on the proper application of statutes, case law, regulations, Executive Orders and policies regarding funding of Coast Guard operations, oftentimes involving complex, novel or precedent-setting issues. She is often required to provide oral and written advice in the aforementioned areas to Congressional Appropriations Committees; the Department of Homeland Security, Office of the General Counsel; and Coast Guard client programs. Ms. Davis has expertise and proficiency in myriad legal areas: Fiscal & Appropriations Law; Ethics; Civil & Administrative Law; Tort & Personal Injury Law; Freedom of Information Act and Privacy Act Law; and others.
Ms. Davis is also a retired Lieutenant Colonel in the U.S. Army Reserves.
